The program Officer— based in Ivano Frankivsk, Ivano Frankivsk Oblast, Ukraine — will act as support to the URCS branch in Ivano Frankivsk and Ternopil and SRC Field Delegate Under the direction of the Field Delegate/Team Leader, support the SRC team and URCS counterparts in the implementation of the URCS operational plan in the frame of SRC/URCS joint programming in Ivano Frankivsk and Terno, aligned with URCS National Committee, and any other intervention within the key strategic areas SRC supports.
Essential Tasks:
- 1. Contribute to the implementation, monitoring and scaling-up of programs with a focus on Home Based Care, Aging Clubs, Rehabilitation, Shelter, Livelihoods and Cash and Voucher Assistance (CVA).
- Contribute to the evolution of program strategies and development.
- Plan, implement and monitor the SRC/URCS projects in line with Fundamental Principles of the Red Cross as well as URCS national policies and frameworks.
- Lead the monitoring, evaluation and reporting of ongoing and planned activities, including financial aspects.
- Ensure internal and external reporting requirements are carried out appropriately, guaranteeing legal compliance, accountability, and transparency.

Main tasks:

As a program officer, advise and provide programmatic support as required for the Swiss Red Cross projects/activities in Kirovohrad and Kherson region.
- Manage the programs, ensuring programmatic oversight of SRC supported activities with URCS utilizing log frames, budgets, Gantt charts, and monthly reports.
- Facilitate meetings, workshops, and kick-off meetings within SRC, URCS and stakeholders.
- Maintain organized electronic and physical files. Update contacts and relevant information in the SRC filing systems.
- Ensure program documents of the SRC projects/activities from/to Ukrainian/English are properly translated.

Support the SRC team and URCS program staff in planning and implementation of the Swiss Red Cross activities.
- Support the SRC program cooperation and capacity building efforts vis-a-vis the URCS branch in Kirovohrad and Kherson region.
- Support program implementation, including monitoring activities for the SRC projects/activities.
- Follow and guide SRC/URCS staff on the progress of the Logical Framework Approach (LFA), work plans and budget, ensuring programs are on the correct progression.
- Prepare and edit documents, general reports, monthly data reports, presentations, and correspondence.
- Participate in the SRC strategic and project/activity planning processes.

Support SRC in strengthening systems and capacity building URCS programming.
- Provide technical support and capacity building to URCS project teams in areas such as project management, monitoring and evaluation, reporting, financial management.
- Build the capacity of URCS teams in utilizing key project management tools such as logical framework analyses (LFAs), budgets, and work plans to enhance program planning, implementation, and monitoring.
- Support URCS with their monitoring and evaluation frameworks, including post-distribution monitoring (PDM), to track program outcomes and impact.

General Responsibilities:
- Actively work towards the achievement of the URCS/SRC's goals.
- Abide by and work in accordance with the Red Cross principles.
- Be responsible for the professional and timely execution of tasks according to this ToR and other assignments given by the Ukrainian Crisis Response Bilateral Operation Project.
- Regularly update professional knowledge and skills.
- Perform any other work-related duties and responsibilities that may be assigned by the line manager

Requirements
- University Degree in one of the relevant fields: public relations administration, law, international relations.
- At least 3 years of relevant working experience in project administration, management and/or project implementation.
- Experience formulating and monitoring budgets and providing appropriate financial analysis with respect to the financial activities
- Experience in working with NGOs or international organizations is welcomed
- Computer literacy (1C vs.8) and working knowledge of spreadsheet applications, and general understanding of the data processing and accounting software
- Facilitation of organisational development processes
- Time management skills and ability to perform under deadlines
- Organizational skills, ability to prioritize a complex workload and to work autonomously as needed
- Problem solving skills
- Strong interpersonal skills and good understanding of working in a partnership framework.
- B2 level of English, both written and verbal, fluent Ukrainian
