Job purpose
The Ukrainian Red Cross Society (URCS) is seeking a Deputy Head of the Quality Control and Accountability (QCA) Department to manage the URCS programme strategy in collaboration with the Head of QCA, Program Director, and Deputy Director General (Programmes). The role involves ensuring the development of high-quality, evidence-based, and innovative programs across various contexts that align with URCS’s strategic objectives. The Deputy Head will oversee the delivery of humanitarian programs, ensuring they meet the required scale, scope, quality, and accountability. This includes capacity building, mentoring, and coaching of technical specialists to uphold program quality according to global standards and key performance indicators. The position also plays a role in donor engagement and business development to support the implementation of the URCS’s strategy, including the URCS ONE PLAN, and humanitarian response plans. The Deputy Head will be part of the QCA Department, which includes four units: Planning Monitoring Evaluation and Reporting (PMER), Information Management (IM), Protection Gender Inclusion (PGI) and Safeguarding, & Community Engagement and Accountability (CEA). The role reports directly to the Head of the QCA Department.
Essential Tasks:
Programme Planning and Overall Quality
- Collaborate with the Proposal Writing Coordinator, Programme Director, and Sectoral Leads to design competitive final proposals that meet donor guidelines and requirements.
- Coordinate with relevant departments to ensure quality submissions of proposals, revisions, and reports, providing technical oversight on strategic considerations and programme activities for accurate, coherent, and timely reporting.
- Assist the National Committee (NC) and Inter-regional offices in integrating URCS programmatic standards and policies into the program development process.
- Review proposals for consistency with solicitation requirements, anticipate and address bottlenecks in the proposal development process, and ensure necessary information is secured to complete the process.
- Support the QCA Head and Deputy Director General (s) in developing a robust fundraising and donor engagement strategy to operationalize the country strategy.
- Use lessons learned and data analysis from PMER to contribute to the development of high-quality, innovative, and evidence-based programs, in coordination with relevant technical coordinators and specialists.
- Lead needs assessments and programme analysis to support strategy review and project/programme planning processes.
Planning, Monitoring, Evaluation, and Reporting (PMER)
- Oversee the PMER Unit to ensure PMER frameworks and plans are available for all grants, and establish effective systems for staff to gather, analyze, and report on M&E indicators.
- Foster a learning environment where ideas, solutions, challenges, and lessons are shared and adopted in programme design and implementation, in alignment with the PMER policy and strategy.
- Support the PMER team in leading and conducting learning activities.
- Coordinate technical assistance and capacity strengthening for project teams and partners in project management standards and related PMER, including capacity assessments, training material development, and delivery of trainings.
- Ensure tools, processes, and systems are in place to improve URCS’s communication and community engagement and accountability.
- Conduct regular field visits to provide technical oversight, identify needs, offer support, troubleshoot, strengthen capacity, and ensure quality programming when possible.
Program Strategy & Development
- Contribute to the conceptualization and evolution of the country strategy, ensuring the NC programming is collaborative, appropriate, and accountable, with active leadership in the preparation of the Annual Review and drafting of the URCS Strategic Programme Document.
- Collaborate closely with senior management to develop and design innovative initiatives that drive new program development in URCS, in alignment with URCS’s Five-Year Strategy and URCS ONE PLAN.
Information Management (IM)
- Support and strengthen linkages among the IM team, Digital Transformation, PMER, and programmatic departments.
- Oversee the development, evolution, and scalability of URCS’s IM system, ensuring interoperability with relevant partner systems.
- Ensure Data Sharing agreements are in place.
- Support PMER and IM in gathering evidence for advocacy briefs.
- Develop strategies for and manage the implementation of IM policies, systems, and processes.
People Management
- Assist in recruiting PMER, Information Management, PGI and Safeguarding, and Community Engagement and Accountability (CEA) team members as required.

Requirements
- Experience: Over 5 years of experience in program quality and accountability, with the ability to lead and collaborate with teams on implementing M&E mechanisms, partnership strategies, and grants management systems.
- Education: Post-graduate degree in International Relations, Humanitarian Programs Management, Social Science, International Development, or a related field.
- Practical Skills: Hands-on experience in applying Core Humanitarian Standards (CHS) and partnership principles to programming. Capable of establishing and refining accountability systems, with proven experience in both upward and downward accountability approaches, as well as participatory methodologies.
- Organizational Learning: Demonstrable experience in fostering organizational learning, with the ability to draft strategies and frameworks.
- Project Management: Extensive experience in project development and management, including leading assessments, design, implementation, and monitoring. Skilled in donor reporting, accountability, and compliance.
- Leadership and Communication: Excellent leadership, coordination, communication, organizational, and planning skills. Ability to work flexibly within a diverse team in a dynamic environment, foster a positive working atmosphere, and handle issues with sensitivity and diplomacy.
- Capacity Building: Strong skills in capacity building, facilitation, and presentation, with the ability to develop strong interpersonal relationships to enhance communication and support for partners and staff.
- Commitment to Inclusivity: Dedicated to integrating gender, protection, conflict sensitivity, and accountability into programming.
- Donor Knowledge: Extensive knowledge of UN, US, and European institutional donors and their compliance requirements, with proven experience in developing successful funding proposals and managing contracts, including consortia grants.
- Localization and Partnership: Strong understanding of the localization agenda, as well as partnership approaches and tools.
- Representation and Communication: Strong representation skills, with excellent communication and report writing abilities.
