Position Purpose
The primary responsibility of the Program Coordinator is to support the implementation of BHA Program Activities and organize work of the EACAP Program’s emergency response technical teams in the Kharkiv and Sumy Regions. The Program Coordinator conducts and supports assessments, responsible for program development with technical and support departments. S/he will be a liaison between the program technical teams to facilitate program implementation and development. S/he maintains awareness of program processes and raises issues to BHA Program leadership quickly to ensure decisions can be made in a timely manner. In addition to his/her regional duties, s/he facilitates smooth operations and assists the Program Director with program administrative and project management tasks including work plan development, assisting with budget oversight and management, development of procurement plans, the ontime collection of relevant MEAL data, coordinating partner activities per PHOPE and donor guidelines, and ensuring the general smooth operating of the program effort. S/he deploys when needed to implement activities related to the emergency response. Lastly, s/he will represent the BHA Program Director and Project HOPE interests at various levels of humanitarian business meetings and social events.
Main Responsibilities
- Maintain relationships with existing donors and engage new potential donors.
- Assist and participate in gathering and analyzing status, issues, risks, decision tracking, as well as ensure program protocols are applied and followed in close collaboration with sector leads.
- Work in a close collaboration with Compliance department
- To establish relations with local organizations to disseminate information regarding Project HOPE activities
- Assist with quality activities, including gathering data for reports or performance indicators.
- Maintain status updates for quality and accountability work plan.
- Maintain quality and accountability tracking tools for all active projects
- Ensure that programs are in compliance with laws; local, state, and external rules and regulation;
- Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches (LFAs) best practice and project documents;
- Participation with departments representatives (MHPSS, HEALTH,WASH) in clusters, working groups (offline), present and provide information regarding the program/s implementation
- Take leadership with the plan for drawing up the program budget if there is a need
- Monitor the progress of each project and assist with the identification of issues and prepare succinct presentation of this information for the weekly Senior Management team (SMT).
- Maintain frequent communication with Sector Leads/Coordinators and field stuff to ensure program activities and objectives are communicated;
- Work with all relevant staff to ensure the coordination of programs supplies are within budgeted targets
- Attend coordination meetings which are relevant to country activities
- Interface with national government and relevantagencies if necessary
Educational background Master’s/ bachelor’s degree in humanitarian affairs, international affairs, public health, management, or other relevant studies
Years of Experience: Not less than 3 years of experience. Work in Ukraine with USAID BHA- will be privilege.
Language Skills:
- Ukrainian — fluent
- Fluency in English and excellent writing skills are required. Minimum English requirement: B2
IT Technical Skills:
- Proficiency with MS Word and Excel (advanced skills).
- Strong skills in computer regarding basic programs.
