Triangle of Génération Humanitaire (TGH):
It is an international non-governmental organization (NGO) developing and implementing emergency, post-emergency and development programs since 1994. The programs belong to the field of water supply, hygiene and sanitation, civil construction (housing), food security, rural development (livelihood), social, educational and protection. TGH’s dedicated teams work in 11 countries in Europe, Asia, Africa and the Middle East.
TGH in Ukraine:
TGH has been operating in Ukraine since June 2016. Starting in Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbas region, TGH continued to provide assistance to war survivors from February 2022 to October 2024 through four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS) and Basic Needs (MPCA, Shelter, WASH).
From October 2024 TGH established its coordination office in Kyiv and has been focusing on Protection and Shelter in the Eastern region, supporting people in need in the Kharkiv Oblast, Donetsk Oblast (GCA) and Zaporizhzhia Oblast from its operational base in Dnipro, through direct and indirect implementation. As a global nexus specialist, in parallel, TGH is also aiming to scale up its recovery/ resilience program in the Central/ Western regions.
GENERAL OBJECTIVE OF THE POSITION
The Protection Coordinator will
- oversee the implementation and monitoring of and further develop TGH’s Protection programmes in Ukraine focusing specifically on Case Management and PSS;
- provide technical support and management to the Protection projects (Case Management and PSS) in the regions where TGH has been implementing the mission;
- provide overall leadership to related staff and partners.
RESPONSIBILITIES AND DUTIES
Technical guidance / Program support:
- Contribute to the development of strategy, scope and range of the Protection (CM/PSS) program for TGH in Ukraine;
- Prepare and oversee program implementation to ensure timely delivery of program activities, including monitoring against log frames, individual performance management work plans, identifying program supplies needs and coordinating with the logistics team to put in place a practical phased procurement plan;
- Carry out regular monitoring field visits, including observation of Protection (CM/PSS) activities implemented by TGH and Implementing Partners;
- Ensure proper and secure filing and management of documents by the Protection team in line with good practices in data protection;
- Provide technical support for the design and improvement of Protection (CM/PSS) interventions, including sharing and developing tools, guidelines and standards;
- Ensure all TGH’s guidelines and international protection standards are considered and followed.
Monitoring, Evaluation, Accountability and Learning (MEAL):
- Review monitoring and evaluation systems for Protection (CM/PSS) interventions in collaboration with the MEAL team;
- Support on Protection Needs Assessments as required, in coordination with the Protection Cluster and/or other external agencies;
- Gather lessons learned for the project and put together case studies to inform future programming and strategic directions;
- Prepare timely program and donor reports on project activities.
Fundraising and Advocacy:
- Work closely with staff from the Program unit, and support fundraising for Protection (CM/PSS), including the development of high-quality concept notes and proposals;
- Ensure that TGH’s work is coordinated with the efforts of other agencies and the Government.
Capacity Development:
- Manage and lead TGH Ukraine Protection (CM/PSS) staff through performance planning and review;
- Provide ongoing coaching, mentorship and other capacity building for TGH and partner staff;
- Design and deliver training on technical aspects of program for TGH and partner Protection (CM/PSS) staff, partners, local authorities and community members.
Coordination:
- Represent TGH and take a proactive role in the Protection Cluster, maintain relationships with relevant government departments, UN agencies, NGOs and community-based organizations.
REQUIRED EDUCATIONAL QUALIFICATION, SKILLS AND EXPERIENCE:
Education:
- University degree in law.
Professional Experience:
- Working in similar positions in a humanitarian/recovery context;
- Working in situations of displacement including in insecure and unpredictable environments.
Professional Requirements:
- Excellent technical knowledge of protection including issues relating to displacement, legal protection, case management and PSS;
- Understanding of community-based approaches, protection services and referral mechanisms;
- Fluency in English
- Good knowledge of the Ukrainian humanitarian context;
- Good interpersonal skills with the ability to communicate at all levels, establish professional networks, and coordinate with local and country authorities, donors, International Organisations and local NGOs;
- Ability to work autonomously in a highly stressful and challenging environment;
- Demonstrable project management experience;
- Proven skills in concise report writing;
- Ability to prioritise security-related tasks and complete reports to deadlines;
- A proven capacity for mentoring, facilitation, training, capacity building and coaching;
- Willingness to travel to visit the partners in Kharkiv, Donetsk, and Zaporizhzhia regions 30% of the time.
