Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking for the «Sustainable Finance Unit» in GIZ Energy and Climate Cluster a qualified staff member to fill the position of a:
Project Finance and Development Specialist(full-time, Kyiv)
(internal SAP code: Financial Management and Administration Specialist)
The Sustainable Finance Unit (SFU) of GIZ’s Energy and Climate Cluster (ECC) in Ukraine supports the implementation of ECC programs by providing financial expertise on e.g. green energy finance (energy efficiency, renewable energy), climate finance and sustainable finance topics. Additionally, the SFU is responsible for conceptualizing and implementing entire programme components that relate to mobilizing (sustainable) finance at municipal, regional, national and/or international level. Another key objective of the SFU is to contribute to create enabling framework conditions for private capital to be deployed in Ukraine’s green recovery («Build Back Better»). To this end, the SFU works on concepts and collaboration models with financial institutions (focus on development banks) to address key obstacles for connecting supply of and demand for capital. As the ECC’s Sustainable Finance Knowledge Hub, the SFU analyses and assesses also sustainable finance frameworks, methodologies, and instruments regarding its relevance, adoptability, and adaptability for Ukraine. Lastly, the SFU assists in conceptualizing and implementing a Just Transition Fund to support coal communities in their efforts to phase out coal by 2035.
The SFU is looking for a project finance and/or development expert for green energy and climate finance topics. In addition, the expert should be familiar with financial instruments and approaches of (multilateral) development banks and organizations.
Tasks and responsibilities:
- Advise GIZ programmes on developing and financing green energy projects (RE, EE, district heating, wind turbines, etc.) and energy infrastructure (grid),
- Ensure close and good working relations and regular communication with Ukrainian stakeholders on national, regional, and local level.
- Support the development of climate and sustainable finance policy frameworks and strategies contributing to Ukraine’s National Energy and Climate Plan, the countries Ukraine Plan and the EU Accession & strategic objectives.
- Identify and mobilize funding and (sustainable) finance instruments for target beneficiaries in Ukraine.
- Review, tailor, and adapt international frameworks, principles, and market standards, such as TCFD/TNFD recommendations, ISSB standards, EU Sustainable Finance Policy Framework to the Ukrainian context, conditions, and strategic objectives.
- Engage with operational planning, priorities, and activities of the team, in collaboration with Team Leader and other team members.
- Prepare Terms of References (ToRs) for consultancy contracts and research projects and ensure quality and compliance with GIZ rules of services provided by external experts and service providers.
- Provide the professional platform for networking and partnership building with national and international financial institutions, national government, local authorities, NGOs, private sector and international development banks and organizations or projects.
- Provide technical advice to the programs of GIZ UA’s Energy and Climate Cluster as well as team members and partners.
Required qualifications, competences and experience:
- MA/MSc in Economics, Finance and/or Energy Economics.
- At least 4 years of professional experience in project development or the financial industry (energy/project finance), development banks or international cooperation,
- Experience with international Sustainable Finance agendas is a big advantage.
- Good knowledge and solid personal network of relevant stakeholders in the field of finance, energy/project finance in the public and private sector.
- Work experience in the international development cooperation sector is an advantage.
- High proficiency in written and spoken Ukrainian and English.
- Profound interest in the field of international cooperation in Ukraine with a focus on energy/climate/sustainable finance.
- High political sensitivity and inter-personal skills, capacity to coordinate and communicate with political actors on different hierarchical levels, ability to maneuver activities and mediate interests in a complex political context.
- Proficient use of MS Office Package.

Employment conditions
Full-time position with a 40-hour working week. Place of assignment is Kyiv. The contract duration is until 31.12.2026.
