IT Officer
COUNTRY: Ukraine
REPORTS TO: Logistics Manager
LOCATION: Kyiv

GENERAL MISSION
The IT Officer under direct line management of the Country Logistics Manager is responsible for the maintenance, proper management, and follow-up and monitoring of the country’s IT and telecom equipment, tools and services in compliance with HI’s rules and procedures. He/she will also ensure the training of users in order to guarantee the proper use of IT services and equipment. He/she reports to the country Logistics Manager.
MISSIONS / RESPONSIBILITIES
Mission 1. In Ensuring and/or guaranteeing the general management and monitoring of the country’s ICT equipment
- Checks all purchase requests for office automation, computer and communication equipment.
- Ensure and facilitate Requestors in outlining details technical specification of ICT equipment in the PSR according to their needs.
- Support Logistics Manager in technical evaluation equipment’s during the selection process and reception of ICT equipment
- Contributes to the ICT equipment procurement process (specifications, supplier evaluation, purchase contract, etc.).
- Receives all office automation, computer and communication equipment; and integrates new equipment into a tracking table.
- Secures loan equipment (has loan certificates or loan sheets signed for each loan of equipment) and ensures strict and rigorous follow-up to avoid loss or theft.

Mission 2. Supervising the securing of equipment and the proper use of IT and communication resources in the country
- Ensures that workstations comply with IT standards by Software configuration, setup of new computers/Mobile troubleshoot software issues and set up of printers and scanners.
- Working on diagnosing internet connectivity issues and timely solving/ troubleshooting to ensure good internet service at work environments for highly effective and smooth communication.
- Ensures that anti-virus software usage guidelines are followed, that updates are deployed to individual workstations and that anti-virus protection is constantly monitored.
- Installs and maintain the mission’s local networks to standard (router, Wi-Fi AP, NAS server, Internet modem).
- Responds to daily requests to change email addresses and update user passwords or any other program-specific requests.
- Is the focal point for telecommunications (mobile phone line and telephone communication with the supplier). Participate in the negotiation and monitoring of contractual conditions.

Mission 3. Ensuring efficient service to users:
- Ensures daily monitoring of computer equipment performance and troubleshooting.
- Ensures installation and minor repairs of hardware, software and peripheral equipment in accordance with design or installation specifications.
- Maintains computers, printers/scanners and performs daily/monthly checks to ensure that maintenance tasks have been completed.
- Provides users with software support for file sharing, email, etc.

Mission 4. EQUIPMENT MAGAGEMENT:
- Regularly updating EMC with every new piece of Equipment in the mission.
- Ensures Tagging and codification of the equipment with HI codes.
- Keep EMC update with relevant financial/procurement/user and location information for all equipment’s.
- Timely Follow Up with EAST/WEST Hubs Logistics/Facility/supply Managers to update EMC for new equipment’s arrival/relocation or donation
- Compiling/archiving Equipment Incident (loss, damage, and donation) reports and submission to Country Logistics Manager.
- Follow up with Field Office to ensure proper archiving of the internal delivery note on team.
- Ensure signing of Equipment transfer Form on each transfer/return of equipment.

Mission 5. Reporting:
- Submission of the EMC to Country Logistic Managers by 3rd of every next month.
- Compile Monthly ICT reports as per the standard Monthly Standards Template.
- Summary of damage, loss or donation equipment during the months with respective certificates.

PROFILE SOUGHT
Qualification (s):
- Essential secondary education and formal technical training. Certifications in the domain would be an asset.

Experience:
- More than 1 years' experience in the IT field;
- Previous experience working in humanitarian programs.
- Preferable — previous experience with HI.

Skills:
- Excellent communication and writing capacities in English;
- Proficient: Microsoft Word, Excel, PowerPoint;
- Knowing how to simplify and prioritise.
- Being capable of helping team members to plan and review the drafted plans.

Personal qualities:
- Excellent communication and written skills in English and diplomacy;
- Ability to follow instructions and to be a member of a team;
- Flexibility;
- Strong attention to details;
- Good organizational skills;
- Practical, dynamic and solution oriented;
- Open to cultural differences.
- Good capacity to withstand pressure and manage stress.

WORKING CONDITIONS:
Contract: Employment contract (according to Ukrainian legislation) Fixed-Term
Type of employment: Full-time
