Position Title: National Information and Communications Technology (ICT) Officer
Duty Station: Kyiv, Ukraine
Classification: National Officer, Grade NO-A
Type of Appointment: Fixed-term, one year with possibility of Extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
This role will coordinate and support the implementation and standardization of Information Communication and Technology (ICT) activities in the Country office. It will participate in aligning the technological resources with the organizational and operational goals. The incumbent will actively engage in the development and execution of ICT related projects, supervise the ICT team and build relationships with key stakeholders, including in humanitarian emergencies in a large size country office approximately 600 to 750 users.
The position works under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Chief, Resources Management Unit, and in close collaboration with the Regional Information Management and Technology Officer and the relevant central units in the Department of Information and Communications Technology.
Core Functions / Responsibilities:
- Supervise and coordinate the information and communication technology unit functions in the country office and verify that requirements are addressed in a timely and accurate manner, resources are efficiently allocated in alignment with IOM ICT Strategy, policies, and standards.
- Facilitate ongoing interaction and collaboration with the country office management, unit heads and filed operations to provide appropriate and timely ICT solutions and services.
- Serve as the main contact for ICT business relationship with entities such as IOM programs, global cybersecurity, government bodies, donors, UN agencies NGOs, ICT service providers and vendors to monitor the coordination and sufficient ICST services, digital innovation, and supply management.
- Provide technical support for the Country office ICT services, train and prepare the ICT for implementation of strategic initiatives, incident response and provide Tier 1 and Tier 2 support. Escalate issues to specialised teams in the regional office or ICT foundation as necessary for timely resolution.
- Contribute to creating country office ICT documents, including specific standard operating procedures, Business continuity plan, disaster recovery plan and ICT risk records. Coordinate and monitor service delivery and efficiency, maintaining redundancy and adherence to IOM global ICT SOPs and standards.
- Participate in service improvement assessments and recommend enhancements to the country office management for optimising and implementing ICT infrastructure and solutions.
- Liaise with the CO supply chain unit for provision of ICT service and check the technical specifications for procurement and provision of ICT related equipment and supplies to verity they meet ICT standard and policies.
- Collaborate with ICT information security unit at headquarters and act as the focal point for first line of cybersecurity defence and incident responder in the CO. Facilitate the implementation of security controls and compliance with the IOM global cybersecurity program, donor requirements, operational framework, and standards.
- Represent the country office in UN ICT working groups and engage in discussion and initiatives.
- Perform such other relevant duties as may be assigned.

Required Qualifications and Experience
Education
- Bachelor’s degree or equivalent in Computer Engineering, Computer Science, Information Management, Information Technology, or a related field from an accredited academic institution with two years of relevant professional experience.
- Master’s degree or equivalent in Computer Engineering, Computer Science, Information Management, Information Technology, or a related field from an accredited academic institution.
- Certificate in any of the following: Cisco Certified Network Associates (CCNA), Microsoft Azure certifications, Microsoft Certified System Administrator (MCSA), Microsoft Certified Database Administrator (MCDBA), Microsoft Certified System Engineer (MCSE), is a distinct advantage.

Experience
- Experience in working in a collaborative team environment.
- Experience in engaging with stakeholders to understand business needs and provide technical solutions.
- Experience in either planning, design, development, implementation, or maintenance of computer information systems.
- Experience in implementing and maintaining security controls and responding to and recovering from cyber security incidents.
- Experience in management and implementation of networks

Skills
- Ability to supervise and train teams to work effectively and harmoniously.
- Project management skills for efficient roll-out of ICT initiatives.
- Ability to communicate with business leaders and those with limited technical background effectively.
- Demonstrated ability to handle confidential data in a professional, responsible and mature manner;
- Knowledge of Windows Operating System, Network\Systems administration, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP, MS Office 365 apps, Antivirus Software, and utilities

Languages
For all applicants, fluency in English and Ukrainian is required (oral and written).
