ASB provides people centred humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities and societies and applies integrated approaches to welfare and to social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.
ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased the humanitarian operations to respond to multiple needs of the war-affected population of Ukraine. Our team is working from Kyiv and Lviv, is committed to provide multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.
ASB in Ukraine is currently seeking expressions of interest from qualified and committed individuals for the following position:
Project Manager
Duration: 12 months (possibility of extension)
Start: February 2025 / ASAP
Location: Lviv / Kiev

Key responsibilities:
The Project Manager will oversee the implementation of ASB project. Key deliverables include managing project planning, budgeting, and monitoring to achieve timely, high-quality project outcomes in alignment with ASB policies and donor guidelines.
This role requires collaboration with local partners and relevant authorities. Project areas are widely dispersed around Ukraine and far from ASB regional offices, possibility to travel, self-management, knowledge and experience in cash, voucher, in-kind support, communication and reporting are vital under these conditions.
- Lead participatory project planning with the local partner and ensure effective, on-track implementation following ASB policies, donor guidelines, project results framework, budget, and work plan.
- Oversee project communications, ensuring timely, relevant, and accurate reports and updates to donors.
- Oversee and manage the project budget, monitor expenditure, and maintain accurate projections to support efficient resources use, in coordination with finance teams, and ensure timely financial reporting aligned with ASB and donor standards.
- Support project teams in creating and implementing key management tools, including procurement plans.
- Develop and maintain a realistic work plan and schedule from high-level to short-term, defining detailed activity timelines and milestones to guide efficient implementation within the approved budget.
- Build and maintain strong relationships with local authorities, local partners, and other stakeholders to support project goals.
- Actively represent the project in sectoral meetings and fora, including with government, donors, and other key partners at various levels — settlement, district, regional or national levels where necessary.
- Work with the MEAL and project team to develop and review tools for monitoring project outputs.
- Conduct regular field monitoring and tracking of project progress to identify challenges, coordinating with local partners and ASB staff and leadership to address barriers and stay on course.
- Actively initiate project design ideas and proposal development for relevant additional, modified or complementary resource mobilization processes
- Participate in project management meetings, including monthly budget performance meetings, and reflection forums.
- Manage all project reporting including progress and final reports, ensuring compliance with donor and organizational requirements, and submit deliverables on schedule.
- Ensure compliance with relevant laws, regulations, and organizational policies.
- Assist the project team and partners in documenting lessons learnt
- Respect the security rules specified in the mission
- Perform other duties as per request
Key requirements:
- Must hold a bachelor’s degree in international development, Social Sciences, or a related field (Master's degree preferred)
- Minimum 4 years' experience in project coordination within humanitarian sector in crisis contexts or 5 years of project management experience in other fields
- Proven track record of successfully liaising with donors, government agencies, NGOs, and other stakeholders, including experience with donor reporting and compliance.
- Demonstrated experience in monitoring and reporting on project progress, including using project management tools and preparing reports for various audiences.
- Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)
- Demonstrated ability to work effectively with and within multi-cultural teams.
- Strong knowledge of English (written and spoken)
- Written and spoken fluency in Ukrainian.
- Excellent command of common computer programs (MS Office, especially Excel and Word functions).
