The «Arbeiter-Samariter-Bund Deutschland (ASB)» is a German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability.
ASB provides people centred humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities and societies and applies integrated approaches to welfare and to social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.
ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased the humanitarian operations to respond to multiple needs of the war-affected population of Ukraine. Our team working from Kyiv and Lviv is committed to provide multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.
ASB in Ukraine is currently seeking expressions of interest from qualified and committed individuals for the following position:
Human Resource Manager
Duration: 12 months (possibility of extension)

ABOUT THE JOB
General objective:
The HR Manager of ASB Ukraine Mission is a key position in the Senior Management Team. The HR Manager oversees the mission on, HR Planning and strategy, Staff Recruitment and onboarding, HR policies and procedures, performance management, employee relations, HR administration, Training and Development. The HR Manager’s role is to ensure effective management of human resources within ASB Ukraine Mission, supporting the organization in achieving its mission while fostering a positive and productive work environment for staff members.
RESPONSIBILITIES
- Manage HR office operations ensuring compliance with ASB HR rules and regulations.
- Lead/coordinate the full-cycle recruitment process including finalization of job descriptions, advertisement of vacancies, review of applicants, scheduling and conducting interviews, checking candidate references, and collecting new hire documents.
- Develop and implement policies, procedures and guidelines essential for the efficient operation of the organisation
- Contribute to organization development, strategic directions, HR operations and employee engagement
- Onboarding/orientation of new project hires
- Manage employee benefits enrolment and ensure all inquiries and challenges faced by employees regarding their insurance are handled, timesheets, Acts of civil-contract staff. Preparation/archiving all documents for Leaves (vacations) — calendar, request, orders — share with fin for calculation. Fill the journals by labor code, fill work-books of staff for their personal files (folders)
- Coordinate the performance evaluation process.
- Provide information and advice to project staff regarding HR policies and procedures.
- Responsible for coordinating staff training and establishing staff development plans based on staff appraisals and evaluations
- Provide oversight related to the updating of personnel files and other related HR documents including employment agreements, amendments, timesheets, calendar holidays and leaves, control of staff grid by UKR Labor Code
- Provide information as required by Compliance Officers/Auditors during audits.
- To ensure that all our staff is familiar with ASB’s Policies and get regular refreshers.

YOUR PROFILE
Education / academic background:
Bachelor’s degree in human resources, business administration or related field.
Specific skills and experience:
- 5 years of experience on a similar position
- 5 years or more in the humanitarian sector
- Proven technical experience in: Recruitment and performance management
- Human resources information management skills
- Learning and development management skills
- Communication skills, Interpersonal skills
- Problem solving skills, analytical skills

Language:
- English (mandatory)
